Thomas Jefferson's Manual of Parliamentary Practice, written in 1801 while he was serving as Vice President of the United States, is a foundational guide to legislative procedure that remains influential today. Jefferson compiled the manual to ensure the orderly and fair conduct of legislative business, drawing from British parliamentary practices and his own experiences. The Manual established a systematic approach to parliamentary law in the United States and has served as a reference for legislative bodies, particularly the U.S. Senate, where it is still consulted for guidance on procedural questions. Jefferson's work helped to formalize and standardize the rules of debate and decision-making in American government, contributing to the development of a structured legislative process.
